La cité « ATLAS » est un futur complexe touristique d’environ 1200 hectares, près de Marrakech, au Maroc.
Cette cité majestueuse régénère l’environnement et les cœurs des gens qui la visitent. Il s’agit d’un lieu de paix, de coexistence, d’espoir, de collaboration et de créativité pour tous les adultes et les enfants du monde entier.
Cette cité expérimentale est une vitrine d’un avenir meilleur et montre la voie à suivre pour pouvoir prospérer et être heureux sur terre.
Le Maroc a été choisi pour être un pays porte-parole d’une nouvelle humanité et son peuple pour être un acteur important de ce changement positif.

La méditerranée connait aujourd’hui de nombreux conflits aussi bien sur le plan culturel et le plan idéologique que sur le plan politique, le plan diplomatique et le plan économique. Elle se fragmente.
Notre objectif diplomatique est donc de créer une cohésion dans cet espace qui se trouve au croisement de différentes civilisations. Nous souhaitons le pacifier.
C’est pourquoi nous faisons appel à la créativité et au cœur des peuples. Ainsi, nous concevons actuellement et mettons en place des événements uniques au monde qui vont initier une véritable collaboration intellectuelle et artistique positive entre le Nord et le Sud de la Méditerranée.
Et s’il était temps de reconfigurer en profondeur l’actuel système des relations internationales ?
Les États se sont toujours ajustés aux effets de la mondialisation économique, ce qui leur a couté cher à de nombreux niveaux. Il est peut-être à présent temps qu’ils s’ajustent aux effets d’une nouvelle mondialisation dite « sociétale ».
Il est temps pour tous les dirigeants de ce monde d’évoluer progressivement vers le rôle de « guides positifs » et de « gardiens des valeurs humanistes et sociétales » dans le cadre d’un processus de fondation et de pérennisation d’un nouveau mouvement de pensée qui :
– amorcera un mouvement généralisé de co-création
– conduira inévitablement à une transformation sociétale majeure
– aboutira progressivement à la création d’une nouvelle société civile mondiale aux valeurs humanistes
Il faudra pour cela remplacer les actuelles associations politico-économiques (FMI, Banque Mondiale, OMC, Union Européenne, Union pour la Méditerranée, etc.) réductrices des libertés des nations et des peuples par de nouvelles associations politico-sociétales qui ne seraient pas des « organisations intergouvernementales » mais des « organisations inter peuples souverains guidés par un même objectif sociétal et une même volonté d’union, de paix et de prospérité globales ».
Leurs objectifs seraient uniquement :
– le bien-être et le bonheur des populations
– le développement social, culturel et intellectuel de tous les individus
– l’autonomie et la souveraineté des peuples et des nations
– l’entente, l’échange et la coopération entre toutes les populations
– l’accompagnement de projets sociétaux majeurs et mineurs portés par les peuples
– le développement d’une richesse « valeur » et non pas économique ou financière par des processus participatifs
– la promotion de ce nouveau modèle de développement éthique
Il est temps d’expérimenter localement puis de montrer au monde entier la voie à suivre.
Il nous faudrait pour cela un modèle de réussite, une vitrine expérimentale d’une humanité meilleure, un espace de rayonnement international et un espace d’influence positive pour le reste du monde.
L’idée serait pour commencer, de faire de l’espace méditerranéen, le prototype des « marchés » sociétaux, intellectuels et artistiques du monde et de montrer rapidement la voie au contient africain et au Moyen-Orient.
Voici donc le rôle d’envergure que « Le Papillon Source Méditerranée » offre ouvertement et conjointement à la nation marocaine et à la nation française.

We all recognize that our democracies find it difficult to resist the automation of technological civilizations as well as industrial and consumer societies. Ultimately, within these, we finally are being manipulated so much more subtle and refined than we were by the methods used in post-totalitarian societies.
We do not draw benefit because we also are victims of the same automation and are often unable to avoid falling into artifice or exceed our concerns about our personal survival to become responsible individuals who truly contribute to the creation of a sustainable and peaceful world – the creation of the collective destiny.
Our world is fully made up of systems, living or non-living, nested and in interaction. The society and the economy are two major systems which control is ensured by the use of cybernetics (the science of systems control). By definition, a balanced cybernetic system has the property of self-regulation. A trend in one way automatically creates the conditions for the reverse trend. Such systems demonstrate high stability in time. However, we note that all humanity has a general inability to control the situation. In sum, our systems are not balanced. Currently we misuse of cybernetics.
It is for this reason that modern society seems to lose more and more the spirit of community, natural empathy, affection between human beings and respect for the environment. It is now necessary to find a way to overcome all these dangers coming from individualism.
We should stop seeing globalization as a negative factor leading to the disappearance of the primacy of states and the domination of the markets. We all know that the time of states’ domination was marked by terrible wars and totalitarianism. Regarding the domination of markets, it is simply the consequence of individualization too implanted in our societies. Globalization simply has the face that we attribute to it by our collective actions.
However, increasingly, people are calling for a strengthening of the global capacity to regulate markets and international relations. Today, the international relations are always supposed to relate to the interests of certain states rather than ethical standards and positive and rational exchanges. So people are claiming another globalization – an alternative globalization – a different one – globalization with a human face.
The concept of global governance system must not refer to a world state, as some people imagine or fear, but at a orderly system (balanced cybernetic system) in which the states are increasingly guided by international ethical rules. These rules should not only be based on an agreement between states but also on a massive public support generated by a global civil society.
It is therefore necessary to establish a regulation. But are international regulations possible without an international state? Well, yes; it would be based on a new kind of social agreement with its system of values. This social agreement and its system of values would be based on a vision of the notions of values and reason printed in the human consciousness. This concept of social agreement would be based on the consent of individuals and would commit them.
A local civil society would be a participatory process, located on territory, through which individuals are in phase with each other and with the centers of economic and political authorities (which include institutions and companies). It would be a self-organizing activity designed for specific purposes related to progressive social and human values.
By civil society, we always understand autonomy and self-organization. But this is not to forget communication and transparency, two major components of a balanced cybernetic system. In the ideal territorial civil society, we logically see a slight withdrawal of the state in his usual roles and above all a creation of civic engagement islands working in symbiosis with the state (act and move in the same direction). These perfectly organized islands are generated by local dynamics of progress. The challenge is to create an ethics-based community, that is to say, a community based on morality, sharing and respect. All societies of the world (Western and non-Western societies) largely have the potential to experience something similar. For what reason? Simply because all cultures have traditions of human dignity, tolerance, use of reason and public deliberation.
If the territorial civil society is related to the territory, the global civil society is related to the concept of positive interdependence. Thus, a global civil society can without any problem, and should necessarily exist in the absence of an alias world state or a super institution with great power. The risk of misuse of this power is too big. However, we should be able to understand this interdependence and, as well, should be able to make a beneficial use of it. The state of our societies shows us that this is not the case yet.
In addition, no movement can reflect the aspirations of people around the world. This is why many say that the idea of a global civil society is a mistake because it is to represent a world opinion and substitute the functioning of representative democracy at national level.
Also, how global civil society can convince states to adopt a multilateral alternative framework to address critical issues? Well, there is simply no alternative but to try to establish a set of global rules based on consent and ethics.
The only way to achieve the consent of the mass (macro level) is to focus only on the micro level – by a real-time experiment made by the stakeholders in each territory of the world.
But what should we experiment in fact? It’s simply about experiencing the real benefits (the positive added-value) that these ethical rules could result in the territories (that is to say, getting an overview of local samples of more humanistic and sustainable socio-economic and behavioural models, then experimentingspirituality at the heart of the economy and local governance). This would inevitably create the collective within each society revealing a constantly growing number of players for positive change. Finally, this would allow a transformative learning sufficiently powerful and effective to give the means to deploy thesemovements of positive thinking and co-creation beyond the borders of the territories concerned.
These regional dynamics are all unique as they take into account every socio-economic and local cultural particularity. They are initiated by projects based on experience and become highly viral thanks to information technology (highly interactive philanthropic projects).
The multiple civic implications at the territorial level (also called singular territorial dynamics) fit together like a giant puzzle with an ingenious implementation mechanism using a powerful catalyst (Big Smart Data of EL4DEV concept) and a multidisciplinary activity of conceptualization. The whole will form a highly scalable and adaptable modular structure. Then, from this, the real global civil society will be born – in its prototype form. It will be born in a way that no one expects.
The rules of exchanges and global management of world affairs would ultimately be defined within the social agreement, in a highly participatory way and by the mass consent. It’s the only solution to form this global civil society so imagined and described as an utopia. In short, the social agreement will only be made by continually increasing civic involvement of stakeholders in each country around the world. The connection between the territories will be possible by the similarities encountered in civil implications. These similarities experienced by different peoples will be the foundations of the social agreement. The result of the whole is greater than the sum of all components set (a principle of cybernetics).
The social agreement will never be imposed on people; neither its values. It will exist thanks to the deep and shared desire of a heterogeneous international population looking to evolve into a sustainable lifestyle more respectful of people and the environment. It will be born from a participatory conceptualisation by all stakeholders of the world. It will be related to the concept of positive interdependence and new humanism. The civil society will be evolving from its primary form (the prototype form) to several increasingly sophisticate forms but whose fundamentals remain the same. The engines of this positive evolution are conductive education, thought and subtlety of mind and the intelligence of the heart.

Spirituality is concerned with the qualities of the human spirit, love and compassion, patience, tolerance, forgiveness, contentment, a sense of responsibility, a sense of harmony, which bring happiness to both self and others.
From a philosophical point of view, the term spirituality refers to the notion of interiority in opposition to material and artifice. It is increasingly divorced from the concept of religion. This is called a secular spirituality.
Spiritual practice is simply the fact of acting in the interests of others. It is about gradually reorganizing its habits and attitudes so as to less think about one’s own concerns but benefit to others. The sense of connection forms a central feature of spirituality.
Spirituality often focuses on personal experience, solidarity and any relational experimentation. Awareness must be individual and spontaneous to make the changes permanent. Without experience, there can be no sustainability.
Thereby secular spirituality meets the major challenge of our time. We need to reconcile the universality of basic human values, such as respect for others and for oneself, with the wealth of cultural diversity. It is about recognizing the rights attached to the dignity of every human being, regardless of our differences of race, gender, opinion or religion.
The spiritual search is similar to the experience and the experience is similar to scientific research. It gives new meaning to our lives by questioning non-market foundations of the human being caught in its relations with others, with nature, and with its environment. As a mental process of elevation of the spirit, spirituality is a force of resistance to the power of appearances and money, the cult of the ephemeral and superficial, and the immediate dictatorship.
The considerable technical progress, growing exponentially, was not accompanied by a similar progress of the human spirit and humanistic values. The decadence of our materialistic society and the destruction of the environment generated by a financial capitalism linked to the dictatorship of money lead us right into a ravine. The causes of the current economic crisis lie mainly in the emergence of a globalized financial capitalism, unregulated and obsessed with short-term profit and self-centeredness. The revival of spirituality is the only way that can allow humanity to escape a feared or announced collapse of our society.
We can prevent the financial, economic and social crises occur by valuing Ethics and individual responsibility – by increasing the awareness of belonging to an interconnected and interdependent world.
The popular idea that science, economics, governance (companies, organizations, institutions and states) and spirituality are incompatible no longer stands. However, it was previously the case when religion had a monopoly on spirituality. Spirituality is a kind of science of interiority that refocuses on the essentials. Therefore it becomes natural to link all of these disciplines and spirituality.
One of the challenges of EL4DEV is to initiate, stimulate and maintain an economy oriented toward the spiritual. It provides adequate individual behavioural responses in an economic, sociological and ecological crisis. It is about moving towards a balance of our economies. This goes along with the personal development of individuals living in interdependence (with other individuals and surrounding nature). We can call this the evolution of consciousness or spiritual growth.
The spiritual economy includes other constraints that the only research of maximizing his income and his personal pleasure.
As many know, the economy is already running; however, it is still very little considered; it is too much low. We need to design, plan and manage the transition. To achieve this transition one must have a goal. The objective is the shared desire of most people in the world to reverse the current global trend. Everyone is looking for solutions. These solutions are yet in our inner life, our specificity of men and women, i.e. in spirituality to be found there.
Some know. Secular spirituality is very strongly linked to moral philosophy. This moral philosophy is a key component of the processes and solutions developed by the EL4DEV program. Philosophy is the love of wisdom. This is self-knowledge in our interdependence with other human beings, but also with nature and our environment. Philosophical wisdom is a fundamental research approach on the essence of the human spirit and meaning of the universe. It concludes a way of being and acting in everyday life. The love of wisdom is necessarily the love the other, the love of nature. He invites us to open our common humanity.
This philosophy open on life and one’s own behaviour change to reflect the sacredness of every human being strongly brings us closer to spirituality. We are social beings and that is why the need for spirituality is defined as a founding value of the human being.

We all know that experience is the fundamental process in the evolution of individuals. In fact, it should be seen as the real germ of intelligence because there is no intelligence without research and experience is a process comparable to that of scientific research. It is a series of steps that teaches that to achieve what we want we must comply with certain requirements, acquire some knowledge, regardless of the circumstances and tender our efforts in the desired direction.
Then experience is an active process of acquiring various data. These acquisitions consist of an inner progress of our being, our personality, our behaviour in society and in the natural environment, our possibilities of reaction, our adjustment to various circumstances and our action to the surrounding world. Thus experience has two aspects: it involves testing but also feeling. It is the key that makes understanding the nature of reality.
Therefore EL4DEV education has experience as operating concept. This is a mutual interdependence process between the individual and his environment (physical and social). With a progressive enrichment of the experience, the main aim of this course is to train individuals capable of understanding their environment and humans. However, individuals are not educated with concepts and abstract knowledge, but are prepared to play a real positive role.
EL4DEV education is essentially a process of sharing real-time experience. A good society is a society in which there is much experience shared by all its members. The experience of each individual feeds the collective experience as a tributary feeds a river. Thus, this education has pretensions to an intelligent and ethical management of world affairs and relations between individuals. This perfect management is exclusively based on moral principles and is achieved through a philosophical and reflective analysis of experiences of everybody.

The EL4DEV program allows extending the scope of useful knowledge by modeling the sum of real time experiences and analysis of the consequences of human interaction throughout the global civil society.
To do this, EL4DEV develops a wide range of innovative interconnected online collaborative and massively multiuser software acting as a broad catalyst, a useful data modeling and predictive analytics system, a « Big Data » (mass data processing) from the collective experience.
The role of EL4DEV is to initiate an intelligent, collective and collaborative process of investigation that is an exchange between all individuals, rather than simple speeches or a mere transmission of knowledge. The first action of EL4DEV is to help people become aware of their need to learn. Thus, they discover the gap between their current conditions than they actually wish to achieve. This allows them to set personal and lofty goals then develop their own action plans. In this process, they are supported by others.

The construction of the intellectual and moral personality can only be achieved by going beyond research and effort to solve the problems in our society. There is no real education as an experiential, continuous and progressive education that fits all of us.
We all know that our global civil society today needs to be profoundly rethought and redirected through the involvement of all. It must allow the fusion of consciousness and knowledge and give up his current utilitarian appearance. All countries of the world must be part of the solution. The new school (the model that should be applied in the 21st century) is designed to bring people to this result. It is humanistic and holistic (that is to say that learning is organized around real issues and integrated projects specifically initiated with the aim of teaching. It combines « thematic learning », « discovery learning » and « project method »).
The new school must be in the form of a resourceful and adaptable framework for self-learning which knowledge is provided by the real-time experience of each of us, all over the world.
This is that new kind of school open and accessible to everyone, at any age, largely making use of information technologies and based on a secular spirituality that is the atypical EL4DEV program.
